Rose Mountain Townhomes is a Low Income Housing Tax Credit (LIHTC) affordable housing project serving 30%, 40%, 50%, and 60% Area Median Income (AMI). There are 34 total townhomes with a mix of one, two and three bedroom units.

ACHA started the initial leg work for this project in 2018. This project started with ACHA receiving a $50,000 grant from the Town of Pagosa Springs and Archuleta County. With these funds, ACHA was able to conduct environmental testing, a market study, appraisal, conceptual site plans, conceptual floor plans, preliminary engineering plans, and LIHTC application fees. ACHA used every penny of the grant to significantly move the Rose Mountain Townhomes project forward by strategically spending the funds on the foundation of this project.

In 2019, ACHA along with the developer of the project, Bill Simpson, officially submitted a 9% Low Income Housing Tax Credit (LIHTC) project application to the Colorado Housing and Finance Authority (CHFA) and was awarded. ACHA wasted no time breaking ground on the construction of this project. While construction came with many challenges (unpredictable weather, contractor schedules, and let’s not forget COVID) ACHA was able to bring this project to fruition. Along with the Rose Mountain Townhomes LIHTC project, part of the application included building a new Department of Human Services building. The addition of a new DHS building is paramount for our community needs. ACHA is proud to say we were a huge part in bringing this new facility to our community.

ACHA began to lease up units as we received Certificates of Occupancy for each building starting in October of 2021. The last building received its Certificate of Occupancy in August of 2022 and at that time the property was 100% occupied. Since construction completion, Rose Mountain Townhomes proudly leases 34 townhomes to our community with a 100% occupancy rate and an actively growing waitlist. Our tenants are very pleased with where they live.
